    FITA INFO Newsletter   ANTI-DOPING   No Shows in Out-of Competition Tests In the last quarter of 2006, FITA has been very concerned with the increasing number of “No Shows” occurring on the occasion of Out-of Competition Tests conducted on International-Levels Athletes in the FITA Registered Testing Pool (RTP).   It is reminded that not only Missed Tests are recorded for determining an anti-doping rule violation. Failure to submit sufficient whereabouts information is also considered for the notification of written warning for unavailability for testing.   Providing accurate and sufficient whereabouts information is of a key importance. Athletes in the FITA RTP who are unavailable for testing on three attempts during any period of 12 consecutive months shall be considered to have committed an anti-doping rule violation as per Article 2.4 of FITA Anti-Doping rules (Violation of availability for Out of Competition Testing), sanctioned by a period of suspension from 3 months to 1 year for the first violation, and 2 years for second and subsequent violations (Art. 10.4.3 of FITA anti-doping rules).   We are now entering a period with many key international events in the period leading up to the Olympic Games in 2008 and we strongly urge all International-Level Athletes to take this matter most seriously.   The online system ADAMS is now used by 70% of FITA RTP athletes. It was built by the World Anti-Doping Agency (WADA) in order to facilitate as much as possible the life of international elite athletes subject to Out-of-Competition Testing. Our goal is to have all our RTP athletes using this system and we strongly encourage those who are not using it yet to join ADAMS. In each issue, this publication “gains insight on the actual issues sports managers face on a daily basis in their own organizations”.   The January 2007 issue includes an interview of FITA President Dr. Ugur Erdener on the similarities and differences in managing an International Sports Federation and managing a private hospital.   This newsletter is available online at www.ifsports-guide.ch.   FITA COUNCIL   Minutes of November 2006 Council Meeting The Minutes of the Council Meeting that took place in Istanbul, Turkey on 18-19 November last year have been finalized and will be sent shortly to all FITA Officers and Member Associations.   FITA CONGRESS Leipzig (GER), 5-6 July 2007   Positions to be elected As per Articles 1.6.17 and 1.5.7.1 of FITA Constitution & Rules (C&R), the FITA Secretary General has officially announced the positions to be elected at Congress and sent the nominations forms by regular postal mail to all Member Associations. Unfortunately, the Board of Justice was omitted in the initial call and list of outgoing officers sent on 20 December 2006. A new version was sent on 12 January 2007, which cancels and replaces the initial one. We apologize for this mistake and are sorry for the inconvenience.
 
Please note that the FITA office will not provide translation of the nominations forms and support documents to the other official FITA language. It is the responsibility of the candidate and/or the Member Associations to provide translation, at their own cost, if they wish to do so.
 
It is reminded that the Athletes Committee will be elected by the Athletes among the nominations received from Member Associations. The procedure will be announced separately, no later than 1 April 2007.
   Proxies Proxy forms have been sent to Member Associations on 20 December 2007. Proxies must be received at the FITA office no later than Monday, 4 June 2007 (Article 3.1.3.1, Book 1, Appendix 1 of FITA C&R).   Congress Schedule and Registration form The Secretary General has also sent Congress schedule and participants registration form on 20 December 2006. Please note that this form is only for the purpose of the official registration of Delegates and participants. Travel and accommodation arrangements should be made through the Leipzig Organizing Committee (www.archery2007.com), with the exception of FITA Council Members, Permanent Committee Chairpersons and Honorary Officers who should contact the FITA Office for their travel and accommodation arrangements.   Please keep in mind the next key dates in Congress preparations:   Ø      17 March 2007: deadline for Member Associations to submit their written request to vote on a specific bylaw (Article 6.6.3.2, Book 1, Appendix 1 of FITA C&R). All bylaws adopted since Madrid Congress have been published in the FITA Info newsletters and can be downloaded on the FITA website in the section Rules \ Bylaws. Ø      6 April 2007: this is the deadline for nominations to officers elected positions to be received at FITA Office, in order to be published in the official Congress papers on 16 April. Ø      16 April 2007: distribution of official Congress papers by the FITA Office Ø      4 June 2007: deadline for Proxies to be received at FITA office, as well as Registration forms. Ø      3 July 2007: deadline for nominations to officers elected positions to be received by the Secretary General   Please note: Congress information and documents are available on the FITA website in the section Organisation-> Congress-> Congress 2007 Leipzig.
